  "As the City Planner for the City of Trinidad we needed to organize a public relations/public education effort for the planning process in general and for a research grant in specific. We quickly realized that the internet was the most cost-effective way to go. Through an Onsite Wastewater Management Program grant we were able to help the City develop some basic IT infrastructure while meeting the grant requirement for public involvement. In other words we got the more expensive, initial framework development/database design aspects of the website covered by the grant. The City now has a basic web presence that can grow in small increments as funding is available.
  
  Perhaps the most beneficial feature of the site is that City's staff is now managing the site through Captivate's innovative management systems. These systems are easy-to-use and distribute the content updates to several in-house staff rather that having a full time webmaster. The webmaster is still there, but only has to tinker with the site every couple of months. It will save the City thousands of dollars a year, provide more information to the public, and reduce staff time answering questions. Making copies and mailing documents.
  
  Another important part of the site is that all of our minutes, agendas and staff reports are archived so the site search can find a complete history of discussion and decisions regarding any application or project. That adds convenient access to public records and more transparency in decision-making. City staff is also directing customers to the site for forms, reports and other routine information requests, thus saving a lot of valuable time on the phone and mailing out literature. All-in-all it is saving money by improving operational efficiency and enhancing the City's image. A poorly conceived site would have done just the opposite. Because the site is data-drive, Captivate is the only local resource needed to handle a job of this complexity."
